Work out a CEB or LECO electricity bill from units or meter readings on the tariff in force from 11 May 2026, block by block, with the fixed charge and the SSCL.

This is a free tool that runs in the browser: open the page to use it. File tools process files on the visitor's own device; files are never uploaded or stored. No account, sign-up, payment or watermark.

Enter the units you used in a month, or your last two meter readings, and see the CEB or LECO bill on the tariff the Public Utilities Commission approved from 11 May 2026: each block, the fixed charge, the Social Security Contribution Levy and the total. It covers homes, religious places, shops and offices, government, industry, hotels and time-of-use meters. It also shows how much you would save by staying under the next limit and what each appliance adds. Nothing you type leaves your browser.

Electricity in Sri Lanka is billed on a 30 day cycle. For a home, the month's total decides which table applies: up to 60 units, 61 to 180 units, or above 180 units. The units are then charged block by block in that table. Up to 60 units, the first 30 cost Rs. 5 each and the next 30 cost Rs. 9. From 61 to 180 units, the first 60 cost Rs. 14 each, units 61 to 90 cost Rs. 20, units 91 to 120 cost Rs. 28 and units 121 to 180 cost Rs. 44. Above 180 units, the first 180 cost Rs. 32.50 each and every unit above 180 costs Rs. 100.

One fixed charge is added, set by where the total falls: Rs. 80 up to 30 units, Rs. 210 up to 60, Rs. 400 up to 90, Rs. 1,000 up to 120, Rs. 1,500 up to 180 and Rs. 2,500 above 180. That is why one extra unit can cost a lot: 180 units come to Rs. 6,420 before the levy, and 181 units to Rs. 8,450, because the whole bill moves to the above-180 table.

Shops, offices, government, industry and hotels are on a volume-differentiated tariff: the total decides one rate for every unit and one fixed charge. A general purpose supply pays Rs. 27 a unit and Rs. 500 a month up to 180 units, and Rs. 36 a unit and Rs. 1,600 above that. Time-of-use domestic meters pay Rs. 47 a unit by day, Rs. 106 at peak (18:30 to 22:30) and Rs. 33 off peak, plus Rs. 2,500 a month.

The Social Security Contribution Levy has been added to electricity bills as its own line since October 2022. The levy is 2.5% of the supplier's turnover, and that turnover includes the levy itself, so the line here is the charges x 2.5 / 97.5, about 2.56%. Bills may round it differently, so treat it as close, not exact. Switch it off to see the charges alone.

The tariff is the same for CEB and LECO customers. The calculator does not include arrears, late payment charges, adjustments or a billing period that is not 30 days, which the supplier works out on the actual bill. The Public Utilities Commission reviews the tariff during the year, and a fourth-quarter 2026 revision was proposed in October 2026, so check the date at the top of the result.

Q: How is a CEB bill calculated?
A: Your month's total units pick a table (up to 60, 61 to 180, or above 180 for a home). The units are charged block by block in that table, one fixed charge is added for the block your total reaches, and the SSCL is added on top. For 90 units that is Rs. 1,440 of energy, Rs. 400 fixed and Rs. 47.18 levy, Rs. 1,887.18 in all.

Q: Is the LECO tariff different from the CEB tariff?
A: No. The Public Utilities Commission's decision sets one end-user tariff for both CEB (EDL) and LECO customers, effective from 11 May 2026. LECO also offers an optional prepaid scheme with its own rates, which this calculator does not cover.

Q: Why does my bill jump so much after 180 units?
A: Because above 180 units the whole month is charged on a different table: every one of the first 180 units costs Rs. 32.50 instead of the stepped rates, units above 180 cost Rs. 100, and the fixed charge rises to Rs. 2,500. 180 units cost Rs. 6,584.62 with the levy and 181 units cost Rs. 8,666.67.

Q: How do I work out units from my meter readings?
A: Subtract the previous reading from the current one. If the previous reading was 12,340 and the current one is 12,430, you used 90 units. Choose meter readings in the calculator and it does the subtraction.

Q: What is the SSCL on my electricity bill?
A: The Social Security Contribution Levy, a 2.5% levy on the supplier's turnover that CEB and LECO pass on as a separate line. Because the levy is part of the turnover it is charged on, it works out at charges x 2.5 / 97.5, about 2.56%. Your bill may round it slightly differently.

Q: Is this the current tariff?
A: It is the tariff the Public Utilities Commission approved on 9 May 2026, effective from 11 May 2026 until the next revision. A revision for the fourth quarter of 2026 was proposed in October 2026; when a new tariff is approved, this page has to be updated, so check the effective date shown with the result.

Q: Does the calculator include arrears or a longer billing period?
A: No. It works out one 30 day month on the published tariff. Arrears, late payment charges, adjustments and billing periods of a different length are applied by the supplier on the actual bill.
